The Japan Foundation
Through culture, language and dialogue, the Japan Foundation creates global opportunities to foster friendship, trust and mutual understanding. The Japan Foundation was established in October 1972 as a special legal entity that bears the core responsibility of promoting international cultural exchange in Japan. On October 1, 2003, it was reorganized as an independent administrative institution. The Japan Foundation conducts various cultural programs mainly in the following fields:
- Promotion of arts and cultural exchange
The Japan Foundation works to introduce a diverse variety of facets of Japanese culture, from art, music, drama, and film to fashion and design, to the world. By creating opportunities for people to share the joy of co-creation and better understand each other in ways that transcend language, it facilitates deeper cultural exchange between people.
- Promotion of Japanese-language education overseas
The Japan Foundation works to create and enhance Japanese-language education environments worldwide in order to give more people around the world opportunities to study Japanese. It also coordinates with governments and educational institutions in a variety of countries and regions to provide effective support aimed at meeting local needs.
- Promotion of Japanese studies and intellectual exchange overseas
The Japan Foundation organizes symposiums and collaborative projects to deepen dialogue among experts in various countries, in addition to supporting individual scholars in Japanese studies. It also works to promote the formation of personal networks with the aim of solving global issues.
Mr. Kojima Hiroyuki
Hiroyuki Kojima graduated from Kyoto University (Japanese Literature) in 1992 and joined the Japan Foundation the same year. During his career, he has been mainly engaged in the intellectual exchange and civil society networking programs in Asia. He has extensive working experience in the Asian region, including three overseas assignments, namely the deputy director of the Japan Foundation Manila office (1996-2000), the deputy director of the Beijing office (2006-2010), and the director of the Seoul office (2012-2015). He serves as the managing director of the Planning Department since 2017 and is currently working on the mid-term planning and program evaluation of the organization.
National Arts Council Singapore
The National Arts Council champions the arts in Singapore. By nurturing creative excellence and supporting broad audience engagement, our diverse and distinctive arts inspire our people, connect communities and profile Singapore internationally. We preserve our rich, cultural traditions as we cultivate accomplished artists and vibrant companies for the future. Our support for the arts is comprehensive – from grants and partnerships to industry facilitation and arts housing. The Council welcomes greater private and corporate giving to and through the arts so that together we can make the arts an integral part of everyone’s lives.
Ms. Serene Lim
Ms Serene Lim is the Director (Policy & Planning) of the National Arts Council (NAC). Serene leads the divisions under her care in developing robust arts and culture policies to nurture Singapore’s arts ecosystem. Her department engages in organisational development and performance management work to strengthen NAC’s internal processes, as well as the crafting and alignment of communication narratives with NAC’s strategic objectives. Serene also oversees the planning and implementation of NAC’s cultural diplomacy efforts and internationalisation activities, to position Singapore arts globally through international exchanges, collaborations, market development initiatives and showcases.
Serene holds a Master in Public Administration (MPA) from the Lee Kuan Yew School of Public Policy at the National University of Singapore. She was awarded the Lee Kuan Yew School of Public Policy Medal for Best MPA Governance Study Project.
Prior to joining NAC, she was with the Corporate Communications department at the Ministry of Culture, Community and Youth.
Korea Culture & Tourism Institute
Korea Culture & Tourism Institute (KCTI) is a national policy research institute, affiliated with Korea Ministry of Culture, Sports and Tourism, and it contributes to realizing Creative Korea and improving the quality of cultural life. The research, information service and joint projects in the institute help to establish, implement and evaluate the best policy for the nation, by promoting joint work by the government, local authorities and private sectors.
To come true a nation of culture is the ultimate vision that KCTI pursuits. Regarding this, it tries to construct the framework for a policy of culture & tourism, develop and research more specific projects so as to put into practice. As a sole research institute in cultural fields, which is sponsored by the government, KCTI takes its leading roles as a think-tank and coordinator linking government and civil society. KCTI hopes that its initiatives will lead to more job opportunities, the fullness of cultural atmosphere, which eventually means all of our society become more affluent.
Dr. Kim, Kyuwon
Dr. Kim, Kyuwon is the Director of Division, Contents industry and Economy Division of Korea Culture & Tourism Institute. As Kim researched Regional Cultural Planning and Festivals in France and Europe, Kim started my work on cultural field especially about Regional cultural planning and Evaluation of festivals in the Institute where he started to work from 2001. After that, he worked in planning cultural facilities as libraries, museums and concerts halls. Also in 2003 Kim researched on Foreign Examples of Cultural Impact Assessment. Kim currently works in the field of planning of Traditional music policy, Cultural Diversity and Urban regeneration through Arts and culture, etc.
Dr. Yang Hye-won
Dr. Yang, Hye won is a director of Arts Policy Research Division at Korea Culture & Tourism institute affiliated with Korea Ministry of Culture, Sports and Tourism. Yang has joined various research projects such as Arts education, cultural welfare, evaluation study, Cultural Impact Assessment (CIA) since 2011. Yang was adjunct professor of Graduate School of Public Policy at Hanyang University from 2013 to 2016. She is also a member of the editing committee of the Korean Association for Policy Studies. Her main areas of research are regional cultural policy, Arts education, Cultural democracy and Cultural Impact Assessment.
Australia Council for the Arts
The Australia Council for the Arts is the Australian Government’s principal arts funding and advisory body. The Council is the national advocate for the arts and its purpose is to champion and invest in Australian arts. This national leadership role is achieved by supporting and building Australia’s arts ecology by fostering excellence in the arts and increasing national and international engagement with Australian arts. The Council’s overarching outcome is to support Australian artists and arts organisations to create and present excellent art that is accessed by audiences across Australia and abroad.
Through our grants we fund a range of arts activities including the creation of new work, collaborations, touring, productions, exhibitions, performances, publishing, recording, promotion, market development and audience engagement.
We provide multi-year funding to arts organisations across Australia that create and present work and service the arts and artists.
Through targeted programs and strategic initiatives we support the arts sector and lead change to meet sector demand.
We advocate for the arts sector and deliver original research and analysis to inform policy and strengthen the arts sector
Ms. Rosemary Hinde
Rosemary Hinde is International Development Manager North Asia, Australia Council for the Arts. She has a Master in International Business (North Asia) and a Bachelor of Arts in political science and philosophy from the University of Melbourne.
An experienced international arts manager with considerable experience in Asia across a range of art forms and contexts, Rosemary has been a cultural sector leader who has promoted Australian Asian cultural exchange for over 20 years, delivering programs and projects in a range of contexts including festivals, venues and Australian Government cultural programs in Asia.
Maintaining a focus on exchange between Asia and Australia previous roles have included:
- Artistic Director Kenneth Myer Asian Theatre Series (creating and implementing an Asian contemporary performance program at Arts Centre Melbourne)
- Performing Arts Program Manager at the Asialink Centre at the University of Melbourne.
- Manger of programming at Melbourne Festival
Rosemary also established Australia’s first arts agency specialising in the Asian region, developing a program that resulted in 100 successful tours by some of Australia’s leading contemporary performing arts companies to countries such as Japan, Hong Kong, Macau, Singapore, China, Taiwan and Korea, as well as intercultural co-productions and exchange programs.
The International Federation of Arts Councils and Culture Agencies
The International Federation of Arts Councils and Culture Agencies (IFACCA) is the global network of arts councils and ministries of culture, with member institutions in over 70 countries.
Our vision is a world in which arts and culture thrive and are recognized by governments and peoples for their contribution to society.
The IFACCA Secretariat provides services, information and resources to member institutions and their staff – from senior executives and policymakers to researchers, grantmakers and administrators – as well as the wider community.
Our activities fall into three areas of work: Networking, Knowledge and Data, and Capacity Development. We provide informed thought leadership on key issues and – as champions for arts and culture in public life – we empower our members to advocate for arts and culture in the contexts in which they work. We have member institutions in more than 70 countries and our services and programs respond to their needs.
Dr. Diane Dodd
Diane Dodd is a Regional Adviser for IFACCA, having supported the coordination of the European Chapter of IFACCA for more than 10 years. In addition to her work with IFACCA she is President and co-Founder of IGCAT (International Institute of Gastronomy, Culture, Arts and Tourism) and she leads an MA course in Cultural Institutions and Policies for the International University of Catalonia in Barcelona as well as an MA course on Events and Destination Management for EUHTSTPol. Diane has worked in the cultural policy and management field for over 25 years and maintains relations with a number of important global and European institutions including UNESCO, UNWTO, European Commission, OEI, Commonwealth Foundation, Asia-Europe Foundation and many others. Earlier in her career she helped IFACCA create ConnectCP – an international online database of experts on cultural policy, planning and research which gave international networking opportunities to more than 1,200 experts from 128 countries. She has edited a number of books in the field of cultural policy and cultural management on subjects related to cultural management training, youth culture, eCulture, cultural citizenship and cultural tourism.
